The GRECO was conceived as a flexible and efficient follow-up mechanism, called to monitor, through a process of mutual evaluation and peer pressure, the observance of the Guiding Principles in the Fight against Corruption and the implementation of international legal instruments adopted in pursuance of the Programme of Action against Corruption. Full membership of the GRECO is reserved to those who participate fully in the mutual evaluation process and accept to be evaluated. According to its Statute, the aim of the GRECO is to improve its members' capacity to fight corruption by monitoring the compliance of States with their undertakings in this field. In this way, it will contribute to identifying deficiencies and insufficiencies of national mechanisms against corruption, and to prompting the necessary legislative, institutional and practical reforms in order to better prevent and combat corruption.

The institution of National Ombudsman is established in order to give individuals an opportunity to place complaints about the practices of government before an independent and expert body. The mechanism works alongside existing provision, such as Parliament, the courts, and internal complaints procedures. Applying to the Ombudsman may result in steps being taken in particular cases (perhaps contrary to the authority’s original intention), and, in a broader context, help to restore public confidence in government. In view of this role vis-ŕ-vis the individual, the National Ombudsman Act deliberately elects to make a single person, the National Ombudsman, represent the institution in the eyes of the outside world, as a counterbalance to an often faceless bureaucracy.

Transparency International, the only international non-governmental organisation devoted to combating corruption, brings civil society, business, and governments together in a powerful global coalition. TI, through its International Secretariat and more than 85 independent national chapters around the world, works at both the national and international level to curb both the supply and demand of corruption. In the international arena, TI raises awareness about the damaging effects of corruption, advocates policy reform, works towards the implementation of multilateral conventions and subsequently monitors compliance by governments, corporations and banks. At the national level, chapters work to increase levels of accountability and transparency, monitoring the performance of key institutions and pressing for necessary reforms in a non-party political manner.

Headed by Professor Jeffrey Sachs, the UN Millennium Project has recently presented its report, Investing in Development: A Practical Plan to Achieve the Millennium Development Goals, to the Secretary-General. Investing in Development brings together the core recommendations of the UN Millennium Project. By outlining practical investment strategies and approaches to financing them, the report presents an operational framework that will allow even the poorest countries to achieve the Millennium Development Goals by 2015.
