The Bruges Group is an independent all-party think tank. Our independence is our strength allowing us to be free to follow our own policy agenda and put the national interest above party political considerations. Members of the House of Representatives are full-time politicians, whereas members of the Senate are part-timers who often hold other positions as well. They receive an allowance which is about a quarter of the salary of the members of the House of Representatives. The House of Representatives is mainly engaged in day-to-day politics. As such, it calls ministers to account, holds debates on new policy and undertakes detailed examination of bills. As noted previously, the Senate is rather more remote from day-to-day politics, if only because the parliamentary parties in the Senate are not formally bound by a government programme. The Senate is concerned only with the broad outline of policy. It can operate rather more independently than the House of Representatives. The Senate has a revising role in relation to draft legislation. Its members do not have the right to amend bills (the right of amendment). They can only vote on them and either accept or reject them. Nor are questions answered orally in the Senate. Furthermore, the members of Senate make much less use of the right to ask written questions than the members of the House of Representatives. Finally, the House of Representatives has exercised its right to institute an inquiry on several occasions, particularly in recent years, whereas the Senate has to date never exercised this right.

[2003] The European Parliament represents, in the words of the 1957 Treaty of Rome, 'the peoples of the States brought together in the European Community'. Some 375 million European citizens in 15 countries are now involved in the process of European integration through their 626 representatives in the European Parliament. The first direct elections to the European Parliament were held in June 1979 when, 34 years after the end of Second World War, for the first time in history, the peoples of the nations of Europe, once torn apart by war, went to the polls to elect the members of a single parliament. The European Parliament, which derives its legitimacy from direct universal suffrage and is elected every five years, has steadily acquired greater influence and power through a series of treaties. The Transatlantic Information Exchange Service (TIES) was launched at a conference organized by the European Union and the United States in Washington, D.C. in 1997 as part of the New Transatlantic Agenda. At the "Bridging the Atlantic - People to People Conference," President Jacques Santer of the EU and President Bill Clinton of the U.S. agreed that greater communication should occur between citizens to facilitate transatlantic relations. A network of sponsors that included USIA, the European Commission, the European Parliament, and the Dutch Government provided resources to create TIES. The mission of the organization has been to strengthen the transatlantic partnership by promoting dialogue between individuals on a people-to-people level. This dialogue is for the purpose of deepening the processes that support a liberal, democratic society.
